What is the Newborn Behavioural Observation (NBO)? The NBO is an evidence-based intervention inspired by the Neonatal Behavioural Assessment Scale. It’s designed to strengthen the parent-infant relationship by providing individualized insights into your baby’s development. Through 18 neurobehavioral observations, we’ll explore your baby’s visual, auditory, and perceptual abilities, helping you see your baby as a unique person.
Awake and Sleep States: Decoding Your Baby’s Behaviour Together, we’ll decode your baby’s different “Awake and Sleep” states. By understanding these states, you’ll learn to interpret your baby’s cues and respond in a way that meets their developmental needs. We’ll explore everything from eye contact to emotional regulation, making your baby feel heard and supported.

We have 3 family hubs in Torbay but also offer services and support at home and in the community. Our hubs are –

Our 0 to 19 Torbay Public Health Nursing (Health Visiting and School Nursing) services. 0 to 19 Torbay is a partnership of Torbay and South Devon NHS Foundation Trust, Action for Children and The Children’s Society.
Health visitors are registered nurses/midwives who have additional training in community public health nursing who work in partnership with community public health staff nurses who are trained nurses and community nursery nurses. They provide a professional public health service based on best evidence of what works for individuals, families, groups and communities; enhancing health and reducing inequalities for children 0 to 5 years and beyond. We can help with many areas of child development including sleep, behaviour, healthy eating, bladder and bowel issues.

The maternity service at Torbay Hospital offers Midwifery Led and Consultant Led care for approximately 2,000 women and birthing people per annum. The service is provided by midwifery teams based in the community giving antenatal, intrapartum and postnatal care both at home, family hubs and in the hospital.

Our Early Help Universal offer covers an umbrella of services which are available to all children and families. Our Early Help Service is available to children and their families and is made up of two types of services that combine in different ways to form Torbay’s Early Help offer.
These are universal services and targeted services.
Universal services include: Post-16 education, schools, early years settings, housing and finance advice and support, family hubs, children’s centres and youth centres, GP surgeries, libraries, maternity services, specialist public health or community nurses and community connectors.
Targeted services include: Early Help Panel, Family support, health professionals, mental health services, special education needs support services, jobcentre plus, school attendance and exclusion support, domestic abuse services, alternative provision, housing services, police, substance misuse services and targeted youth services.

We’re here to provide trusted health visiting support for families in Torbay, offering guidance on everything from infant feeding and child development to sleep routines and emotional wellbeing. Whether you're a new parent or navigating the toddler years, our team is here to help your family thrive.
We’re here to provide trusted health visiting support for families in Torbay, offering guidance on everything from infant feeding and child development to sleep routines and emotional wellbeing. Health visitors are specially trained nurses or midwives who work with public health nurses and community nursery nurses who are part of our 0 to 19 Torbay and Torbay Family Hub service. Together, we help families stay healthy, happy, and confident as they raise their little ones.
We work with midwives, GPs, paediatricians, local family hubs and voluntary organisations to provide the best possible care to you and your family.
When we will visit you
A member of the Health Visiting Team will see you at least at least four times:
Once during pregnancy (antenatal)
Around 10 days after birth
When your baby is 6 to 8 weeks old
Again when your baby is 12 to 16 weeks old
We will also offer two further developmental reviews,when your baby is between 9 and 12 months old. and again when they are 2 years around3 months old.
During these visits, we’ll talk about how you and your baby are doing and answer any questions you have.
Come along to a child health clinic for advice, information and support for you and your child’s health and development from your local Health Visiting Team.
