An Education, Health and Care (EHC) needs assessment is:

• a type of assessment process carried out by the Local Authority (LA).
• a holistic assessment of a child or young person’s Education, Health and Care needs.
• a process takes up to 20 weeks from start to finish

At the end of the EHC needs assessment the LA will decide:

• if your child or young person needs an Education, Health and Care plan (EHCP)
• or if your child or young person’s needs can be met within SEND Support through the Torbay SEND Support and Provision – Graduated Response without an EHCP
