Home Learning Environment Outreach Development Worker

Torbay Council is committed to supporting the Home Learning Environment for all children which can have a very positive impact in the early years. Parents and carers are children’s first and foremost educators.

The Home Learning Environment and Early Years team have a named member of the team who is responsible for supporting the Home Learning Environment.

Kate Smith is the Home Learning Environment Outreach Development Worker for Torbay and she is available to provide support within your home with:

  • simple activities around learning and development in the home environment
  • promoting learning when out and about
  • guidance to support your child’s early development.

Your Health Visitor or Community Nursery Nurse can refer to me to do some sessions in your home.
Kate is also the Chat, Play, Read Coordinator for Torbay, she holds fun and interactive sessions in the library for parents to support their child’s development using simple cost-free activities.


Kate is also an Accredited PEEP Practitioner. PEEP is a six-week programme for parents and children to attend together. The sessions are fun and interactive with opportunities to play together with a range of activities. This can help children learn new words and enjoy books.
